[xmlblaster] priorized delivery control plugin framework available

the requirements

are set to closed now, the code is tested and available under the cvs 
branch 'branch_pqueue'

This plugin framework allows you to control message delivery to remote
destinations in unlimited ways.
As an example a 'bandwith priority plugin' is available.
